I live in the deep south, where we are more likely to be wearing short-sleeve shirts and sandals at Christmas time. In the 40 years I've lived in the south, I think we've only had a white Christmas a couple of times. (AI says the only year in the past century where my state had measurable snow for Christmas was in 2010). So I tend to lean towards Christmas books with snowy settings.
