The kidnappers are dressing up as the classic Wicked Witch of the West from the Wizard of Oz movie, complete with green makeup. Following the first disappearance and murder are other attacks, missing teens, and visions of the same witch, sometimes with a gun. The kidnapper knows how to manipulate victims, and more importantly, how to dodge local law enforcement. The abilities that Skye and Zach have give more clues, but don't always show the exact location or perpetrators, especially when there's historical witches in the area.
I find the story interesting, but I keep getting thrown out of it because of the writing style. I notice all the exclamation points, fragmented sentences, and info dumping. I notice the relatively shallow description of characters and their relationships to each other. I have a hard time believing that law enforcement would act as they do here, even ones with psychic ability. That makes the story less enjoyable for me.
